What is a Type 08 FFL?
Type 08 FFL, officially "Importer of Firearms Other Than Destructive Devices," authorizes you to:
- Import firearms into the United States
- Import ammunition
- Sell imported items commercially
- Deal in firearms you import
What Type 08 Does NOT Cover
- Destructive devices (need Type 11)
- General dealing beyond imports (consider adding Type 01)
- Manufacturing (need Type 07)
- NFA items without SOT
Fingerprint Requirements
Type 08 fingerprint requirements are identical to Type 01:

- Quantity: 2 FD-258 fingerprint cards
- ORI: WVATF1100
- Format: Standard FBI fingerprint card

For import businesses, responsible persons typically include:
- Business owners
- Corporate officers with firearms authority
- Import managers with acquisition authority
- Anyone directing import decisions

Do You Need Both Type 08 and Type 11?
Only if you plan to import destructive devices (grenades, rockets, etc.). Most firearms importers only need Type 08.
Do You Need Type 01 Also?
Many importers also hold Type 01 to conduct general dealer activities beyond just their imports. This is common but not required if you're only selling what you import.
ITAR and State Department Registration
Type 08 FFL alone doesn't authorize import. You also need:

- ITAR (International Traffic in Arms Regulations) registration
- Annual registration fee ($2,250+)
- Separate from ATF FFL
- Required before importing

- Required for each shipment

Application Process
Step 1: Gather FFL Materials
- ATF Form 7
- Form 7 Part B (RPQ) for each RP
- 2 FD-258 cards per RP
- Passport photos
- $200 application fee
Step 2: Get Fingerprinted
- Each responsible person: 2 cards
- ORI: WVATF1100
- Professional fingerprinting recommended
Step 3: Complete Application
- Select Type 08 on Form 7
- Complete all sections
- Each RP completes Part B
- Sign everything
Step 4: Submit and Wait
- Mail to ATF FFLC
- Processing: 60-120 days typical
- IOI interview will be scheduled
Step 5: State Department Registration
After receiving FFL, register with State Department for ITAR compliance before importing.
Adding SOT Status
Want to import NFA items (machine guns, suppressors)? You need SOT.
Type 08 + Class I SOT
- Allows import of NFA items
- $500 annual SOT tax (small importers)
- Additional ATF scrutiny
- Must have FFL first, then add SOT
SOT Fingerprint Requirements
Adding SOT doesn't require new paper fingerprints if your FFL is current. However, you'll want EFT format for eForms submissions.
