FFL Fingerprint Requirements
Initial FFL Application (Form 7/7CR)
When applying for any FFL, you need:
- Two FD-258 cards per responsible person
- Paper cards mailed with application
- Clear, legible prints (rolled and flat)
- Cards less than 1 year old (recommended)
Who Counts as a Responsible Person?
- Sole proprietor (individual FFL)
- Partners (partnership)
- Officers and directors (corporation)
- Members with ownership/control (LLC)
- Anyone with power to direct business operations
FFL Renewal
When renewing your FFL:
- New fingerprints typically required
- Submit with Form 8 renewal
- Same responsible persons need new cards
SOT Additional Requirements
SOT Registration (Form 5630.7)
The SOT registration itself doesn't require fingerprints. However:
- Must have qualifying FFL first
- FFL fingerprints already on file
- SOT is an annual tax registration
SOT Dealer Operations
As an SOT dealer, you'll need EFT fingerprints for:
- Customer Form 4s: Helping customers submit eForms
- Dealer Samples: Acquiring post-86 dealer samples (Form 4)
- Form 3s: Tax-free dealer-to-dealer transfers
- Form 2s: Manufacturing NFA items
Key Point: You need BOTH paper FD-258 cards for your FFL license AND EFT digital files for eForms NFA transactions.

Type 01 FFL (Dealer)
- 2 FD-258 cards per responsible person
- No SOT required unless dealing NFA
- Can become Class III with SOT
Type 07 FFL (Manufacturer)
- 2 FD-258 cards per responsible person
- Can become Class II with SOT
- Allows manufacturing of firearms

- Plus EFT fingerprints for eForms
- Can deal in NFA items
- $500/year SOT tax
Type 07 + Class II SOT
- Original FFL fingerprints (paper)

- $500/year SOT tax (or $1,000 for large manufacturers)

Why Dealers Need EFT Files
As an SOT dealer processing eForms:
- Helping customers submit Form 4s
- Your dealer certification on transfers
- Acquiring inventory (Form 3, Form 4)
- Manufacturing notifications (Form 2)
Dealer eForms Account
SOT dealers have special eForms capabilities:
- Dealer account linked to FFL/SOT
- Can initiate transfers for customers
- Track all pending applications
- Upload customer fingerprints
Converting Paper to EFT
If you have paper FD-258 cards from your FFL application:
- Photograph or scan your existing cards
- Convert to EFT format using SlapEFT

Responsible Persons vs Employees
