Same-State Location Changes
Moving within the same state? Good news—it's the simpler process.
Requirements
- File ATF Form 5300.38
- No new fingerprints (if same RPs)
- No new photos (if same RPs)
- No fee for address change
- New location may require IOI visit
Process Overview
- Verify new location complies with zoning
- Submit Form 5300.38 to ATF
- Wait for approval (30-60 days typical)
- Receive amended license
- Move and begin operations
Different-State Moves
Moving to a different state is a bigger deal—your FFL doesn't transfer.
Requirements
- New Form 7 application (not amendment)
- New fingerprints for all RPs
- New photographs
- New background checks
- Full application fee ($200)
- IOI interview at new location
Why New Fingerprints?
An interstate move is essentially starting over. You're applying for a new license in a new jurisdiction, which requires complete documentation including fingerprints.
Process
- Submit Form 7 for new state location
- All RPs submit fingerprints (2 cards each)
- All RPs submit photos
- Wait for full processing (60-120 days)
- Complete IOI interview at new location
- Receive new license
- Surrender old license

What Form 5300.38 Covers
- Change of business address
- Change of trade/business name
- Correction of errors on license
What It Does NOT Cover
- Adding/removing responsible persons (use Form 7CR)
- Changing business entity type (may need new application)
- Interstate moves (need new Form 7)

- Download current form from ATF.gov
- Complete all required sections
- Indicate the specific change (new address)
- Include current license copy
- Mail to ATF Federal Firearms Licensing Center
No Fingerprints Needed
