What is Form 7CR?
ATF Form 7CR (Change of Responsible Persons) is the official form for notifying ATF of changes to responsible persons on your FFL. The "CR" stands for "Change Report."

When to File Form 7CR
Adding a Responsible Person
File when someone gains the power to direct:
- The management and policies of the business
- The acquisition of firearms
- The receipt of firearms
- The disposition (sale/transfer) of firearms
Common Triggers
- New business partner joins
- New corporate officer appointed
- LLC adds a managing member
- Spouse gains ownership stake
- Adult child joins family business with authority
- Manager promoted to executive role
Timing Requirements
- Deadline: Within 30 days of the change
- Best Practice: File as soon as possible
- Late Filing: Still file—better late than never, but expect questions
Requirements for New Responsible Person
Each new RP must submit:
1. Fingerprint Cards
- Quantity: 2 FD-258 cards
- ORI: WVATF1100
- Quality: Clear, legible impressions
- Name: Must match Form 7CR exactly
2. Photograph
- Passport-style photo
- Recent (within 6 months)
- Clear, front-facing
- Plain background
3. Responsible Person Questionnaire
- Form 7 Part B (RPQ)
- Complete all fields
- Sign and date
- Answer all eligibility questions truthfully
Eligibility Requirements
New responsible persons must meet the same eligibility requirements as the original applicants:
- At least 21 years old
- Not a prohibited person under 18 U.S.C. § 922(g)
- Not under indictment for a felony
- Not a fugitive from justice
- Not an unlawful user of controlled substances
- Not adjudicated mentally defective
- Not dishonorably discharged from armed forces
- Legal resident of the United States
Step-by-Step Process
Step 1: Gather Documents
- Download Form 7CR from ATF.gov
- Download Form 7 Part B (RPQ)
- Obtain blank FD-258 cards
Step 2: Complete Form 7CR
- Enter your existing FFL number
- List the new responsible person's information
- Indicate whether adding or removing
- Sign and date
Step 3: New RP Completes RPQ
- Form 7 Part B

- 2 FD-258 cards per new RP

What the New Person CANNOT Do
- Make firearms acquisition decisions
- Authorize firearms sales/transfers
- Direct overall business policy
- Sign A&D records as RP
- Complete Form 4473 certifications
Removing a Responsible Person
Form 7CR is also used to remove responsible persons:
When to File for Removal
- Partner leaves the business
- Officer resigns or is removed
- Divorce removes spouse's authority
- Death of a responsible person
- Restructuring reduces their authority
Removal Requirements
- Complete Form 7CR
- Indicate removal (not addition)
- No fingerprints needed for removal
- No photograph needed
- Must still file within 30 days
Minimum Responsible Persons
Your FFL must always have at least one responsible person. If you're the sole RP and want to leave, you must either add a replacement first or surrender the license.
Adding Multiple People at Once
If you're adding several responsible persons simultaneously:

- Their own Form 7 Part B (RPQ)
- 2 fingerprint cards each
- Individual photograph
Submission Options
- Option 1: One Form 7CR listing all new RPs
- Option 2: Separate Form 7CR for each (less common)
Timing Consideration
If you're adding multiple people at different times, each addition requires a separate Form 7CR within 30 days of that specific change.
Common Form 7CR Issues
Problem: Fingerprint Rejection
Solution: ATF will notify you. Get new fingerprints taken and resubmit promptly.
Problem: Background Check Delay
Solution: Some checks take longer (common names, previous addresses in multiple states). Wait for ATF contact.
Problem: Missing Information
Solution: ATF may contact you for clarification. Respond promptly with requested information.
Problem: RPQ Question Confusion
Solution: If unsure about an eligibility question, consult an FFL attorney before submitting. Don't guess.
