ATF eForms Fingerprint Upload Tutorial: Step-by-Step Guide

Uploading fingerprints to ATF eForms can be confusing if you've never done it before. This tutorial walks you through the exact process, step by step, so you know exactly where to click and what to expect.

Before You Start: Make sure you have your EFT file ready. The ATF only accepts .eft format files—not images, PDFs, or scanned documents. Need to convert your FD-258 card? Use SlapEFT.

What You Need Before Starting

Step 1: Log Into ATF eForms

  1. Go to eforms.atf.gov
  2. Click "Sign In" in the top right corner
  3. Enter your username and password
  4. Complete any multi-factor authentication if prompted

Once logged in, you'll see your eForms dashboard with any draft, submitted, or approved applications.

Tip: If you don't have an account yet, click "Register" and follow the prompts. You'll need to verify your email address before you can create applications.

Step 2: Open Your Draft Application

For New Applications

  1. Click "Create New Application"
  2. Select Form 1 or Form 4 depending on your needs
  3. Fill out the initial sections (applicant info, firearm info, etc.)
  4. Save your draft periodically

For Existing Drafts

  1. Find your application in the "Drafts" section
  2. Click on the application to open it
  3. Continue where you left off

Step 3: Navigate to the Fingerprints Section

The fingerprint upload location varies slightly between Form 1 and Form 4, but the process is similar:

Form 1 (Making a Firearm)

  1. Navigate to Section 4: "Responsible Person"
  2. If individual: your info will be listed
  3. If trust: each responsible person will be listed
  4. Find the "Fingerprints" field for each person

Form 4 (Transferring a Firearm)

  1. Navigate to Section 12: "Transferee Information" (if individual) or Section 13 (if trust)
  2. Scroll to the fingerprint section
  3. Find the "Electronic Fingerprints" upload area

Trust Applicants: Each responsible person on the trust must have fingerprints uploaded. You'll see an upload button for each person listed.

Step 4: Upload Your EFT File

  1. Click the "Upload" or "Browse" button next to the fingerprints field
  2. Navigate to your EFT file on your computer
    • The file should have a .eft extension
    • Common locations: Downloads folder, Desktop, or wherever you saved it
  3. Select the file and click "Open"
  4. Wait for upload - you should see a progress indicator
  5. Confirm success - a checkmark or "Uploaded" status should appear

Troubleshooting Common Upload Issues

"Invalid File Format" Error

Cause: You're trying to upload an image (JPEG, PNG) or PDF instead of an EFT file.

Solution: Convert your FD-258 card image to EFT format using SlapEFT. The ATF system only accepts .eft files.

"File Too Large" Error

Cause: Your EFT file exceeds the size limit.

Solution: Re-convert your fingerprints. Properly formatted EFT files are typically under 1MB. If your file is larger, there may be an issue with the conversion.

Upload Stuck or Times Out

Cause: Slow internet connection or ATF server issues.

Solution:

"Cannot Read File" Error

Cause: The EFT file may be corrupted or improperly formatted.

Solution:

Upload Succeeds But Shows "Pending Validation"

Cause: The ATF system is still processing your fingerprints.

Solution: This is normal. Wait a few minutes and refresh the page. Status should update to "Validated" or "Accepted."

Browser Compatibility Issues

ATF eForms works best with:

Avoid Internet Explorer and Safari, which sometimes have compatibility issues with the upload functionality.

After Successful Upload

Once your fingerprints are uploaded and validated:

  1. Complete remaining sections of your application
  2. Review all information for accuracy
  3. Submit and pay the tax (or $0 in 2026)
  4. Print/save confirmation of your submission
  5. Check status periodically on the eForms dashboard

Multiple Applications? Your EFT file can be reused. You don't need to re-upload or re-convert for future Form 1 or Form 4 applications.
