How to Convert NIST Fingerprints to ATF EFT Format

Step-by-step guide for NFA Form 1 and Form 4 applications

Conversion Overview

Step-by-Step Instructions

Step 1: Locate Your Fingerprint File

Find your existing NIST fingerprint file from one of these sources:

  • FBI background check: If you received a digital file from a channeler
  • LiveScan service: Export file from UPS Store, IdentoGO, etc.
  • Concealed carry permit: If the fingerprinting vendor provided a copy
  • Professional license: Nursing, real estate, teaching, etc.
  • Military/DoD: EBTS files from MEPS or clearance processing

Common file extensions:

.eftElectronic Fingerprint Transmission
.nstNIST format
.eftsFBI EFTS format
.ebtsDoD EBTS format
.an2ANSI/NIST Type-2

Note: If you only have physical FD-258 cards (no digital file), use SlapEFT's card conversion instead.

Step 2: Go to SlapEFT Converter

Open your web browser and navigate to:

slapeft.com/nist-to-atf-converter

No account creation or software download required.

Step 3: Upload Your Fingerprint File

  1. Click the "Upload File" button
  2. Select your NIST fingerprint file
  3. Wait for upload to complete (instant for most files)

Accepted specifications:

  • File formats: .eft, .nst, .efts, .ebts, .an2
  • Maximum input size: 50MB
  • Files with or without extensions accepted

Tip: If your file has no extension, try uploading anyway. SlapEFT examines file contents, not just filenames.

Step 4: Review Extracted Data

After upload, the converter displays:

  • Fingerprint images: Thumbnails of all 10 prints
  • Personal information: Name, DOB, address from original file
  • File metadata: Original format, resolution, compression

What to check:

  • All 10 fingerprints are present and visible
  • Name and DOB are correct
  • Address is current (update if you've moved)

Missing fingerprints? If any prints are missing or unreadable, you may need the original source or new fingerprints.

Step 5: Process and Pay

  1. Click "Convert to ATF Format"
  2. Complete payment: $10 (credit card, Apple Pay, Google Pay)
  3. Wait for processing (typically 10-30 seconds)

What happens during processing:

  • Fingerprints extracted from source format
  • Metadata converted to ATF requirements
  • WSQ compression optimized for size
  • File validated for ATF eForms compatibility
  • Output file generated under 12MB limit

Step 6: Download Your ATF EFT File

  1. Click "Download EFT File"
  2. Save the file to your computer
  3. Recommended: Save to a permanent location (not Downloads folder)

Your output file:

  • Format: ATF-compliant .eft
  • Size: Under 12MB (guaranteed)
  • Ready to upload to ATF eForms
  • Reusable for unlimited NFA applications

Important: Save this file permanently. You'll use it for every future Form 1 and Form 4 application.
